Next Monday, March 19 2012, fisheries ministers from the 27 EU Member States will gather in Brussels to discuss the reform of the Common Fisheries Policy and in particular the discard ban proposed by the European Commission.

Because discarding unwanted catches poses both ethical and environmental problems, Oceana strongly supports a ban that includes the obligation to land all catches accompanied by technical measures to reduce and eliminate unwanted catches, as the best way to stop this waste of resources.

Despite years of policies aimed at improving the selectivity of fishing techniques in Europe, discards still represent 13% of European catches, amounting to 1, 3 million tonnes thrown overboard dead or dying each year, says Oceana.

Yet, the discard ban currently proposed by the Commission would only apply to a limited number of commercially exploited species (around 5%). Oceana urges Member States to support a general ban on discards for all commercial species, implemented within a specific and gradual timeframe so as to allow the fishing fleet to adapt.

"This wasteful and shameful practice hampers the health of fish stocks, threatens the balance of ecosystems and jeopardizes the future of European fisheries," stated Ricardo Aguilar, scientific director at Oceana Europe. "An obligation to land all catches would create a strong enough incentive to change practices and favor more selective fishing techniques."

However, technical measures designed to improve selectivity, and a proper plan on what to do with the additional catch must accompany any such landing obligation and the Commission’s current recommendations on how to commercialize unwanted fish are unacceptable. Oceana recommends that the proceeds from the sale of unwanted catches be reverted to a fund managed by the fisheries authorities of Member States, to be used to provide indirect incentives to the fishing sector not to discard, such covering the costs of scientific advice to improve the quality of stock assessments, supporting research and development for more selective gears, as well as contributing to the costs of control and enforcement activities.

“Improperly commercializing unwanted catches, turning edible fish into fish meal and fish oil for non-food uses, or opening a market for undersized illegal fish can raise as many ethical problems as discarding,” added Javier Lopez, marine scientist of Oceana. “Unwanted catches cannot simply be landed in ports without accompanying measures to improve selectivity – which is the main priority in addressing the root of the problem.”

The European Commission proposal to reform the Common Fisheries Policy is currently being discussed by Member States and by the European Parliament and the adoption of the final text is foreseen for 2013.... READ MORE

Indonesia’s fisheries industry is expecting to fall short of its US$ 3.2 billion target for fish and prawn exports, as current statistics show that it has only achieved less than half of the targeted amount.

“We have only managed around 40-45 percent (of the target),” Indonesian Fisheries Product Processing and Marketing Association chairman Thomas Darmawan said on Thursday, as quoted by tempo.co.

He blamed the lack of exports on the slump in production due to extreme weather conditions and inadequate fishery infrastructure.

The European Commission has called for a ban on cod fishing for the whole of next year off the west coast of Scotland and in the Irish Sea, in an attempt to replenish stocks.

The plan is part of proposed EU catch allowances unveiled yesterday which signal the start of intense haggling over quotas for fishing fleets in the run-up to a final deal in December.

The proposals include increased quotas in 2012 for nine stocks, including haddock, hake, herring, sole as well as cod in some areas, and reduced quotas for 53 stocks.

The package, including the planned freeze on the west of Scotland and Irish cod, amounts to an overall quota cut for all fish of 11 per cent compared with this year – the right level, said the Commission, to help stocks recover and ensure sustainable long-term fishing in Europe.

It includes a 25 per cent increase in the west coast haddock quota thanks to stock recovery, but the Scottish Fisheries Secretary, Richard Lochhead, attacked the rise as "meagre". He insisted the figure was far lower than scientific advice would allow. "Seeing the haddock stock recover to sustainable levels should be a cause for celebration, yet the proposals announced today will only punish the fishermen who have worked so hard on conservation.

"Not only does this penalise our fishermen unnecessarily, but it could also lead to an increase in discarded fish – something both we and the Commission have been working hard to reduce."

In June, the Commission unveiled long-term plans to ban the "discard" practice – the dumping of dead fish back in the sea – as part of a major reform of the Common Fisheries Policy.

The discards issue has been publicised across the UK by celebrity chef Hugh Fearnley-Whittingstall, whose "Hugh's Fish Fight" campaign has been endorsed by such celebrities as Richard Branson, Stephen Fry and Ricky Gervais.

Richard Benyon, the Fisheries minister, said: "Today's proposals make clear the urgent need to radically reform the Common Fisheries Policy."

Sea Angling 2012 is a new government-sponsored project to provide data on recreational sea angling that can help improve the scientific understanding of fish stocks off our coast, as well as ensuring that the needs of sea angling can be represented as effectively as possible in future marine policy development.

The data collected will enable national and local policy makers to make informed decisions on fisheries management, and provide the sea angling community with information to help them develop their own views and policies. This will benefit anglers and businesses while helping to conserve and improve fish stocks by ensuring management decisions are based on the best possible scientific data.

The project will look at how to provide the most cost-effective information on:

the number of people who go sea angling during the year
how often they fish from the shore or from boats in different parts of England
numbers and sizes of fish caught or released to the sea
the social and economic importance of sea angling in England.

Omena Trade Boomings Despite Ban on Kenya 2011


Despite the Government three month ban on the fishing of small fish, Omena, in the Kenyan side of Lake Victoria, trade on Omena is booming across the Lake Victoria beaches and markets in full day light as authorities watch.
The Government early this month imposed a three month ban on omena fishing but fishermen and traders have continued with their activities unabated.

The prices of the commodity have shot up in Kisumu and the adjacent market with the traders taking advantage of the ban to increase prices.
A junior fishery official said that the fishing on Omena has been made possible by corruption saying fisheries official and police officers have turned a blind eye on the ban leaving the commodity to be ferried as if nothing was amiss.

Some of the traders use motorbikes to transport the commodity past police officers who only concentrate on buses. Kenya national beach management unit chairman Tom Guda urged the Government to scrap the ban saying fishermen tend to over fish during the ban period and capitalize on the ban to hike the prices.He said, the Government must look into ways of curbing transportation of Omena during the ban.

A senior police officer at the Province said, that the transportation of Omena usually occur at night when roadblocks and traffic police officers have left the check points.

$80,000 legal costs on Fisheries for hook canada


Federal Court of Canada has stuck the Department of Fisheries and Oceans with an $80,000 legal bill because, in a court battle over orca habitat, the government “displayed reprehensible, scandalous or improper conduct that is deserving of reproof or rebuke.”

Devon Page, executive director of Ecojustice, a not-for-profit legal foundation, said the decision “is exceptional” and its wording leaves no doubt that Mr. Justice James Russell wanted to scold DFO for its conduct in the case.

“This outcome is … very rare in Ecojustice’s history of doing public-interest environmental law. Basically, DFO was almost bizarrely obstructive in our legal case to identify and protect orca habitat and got spanked for it,” Mr. Page said in an e-mail.

Judge Russell awarded a lump sum of $80,000 to nine environmental groups that hired Ecojustice to take DFO to court last year over what it called the inadequacies of federal efforts to protect the whales.

Ecojustice won that case in December, getting a ruling that DFO must protect the critical habitat of orcas. One aspect of that ruling is under appeal, but Ecojustice won on eight of the nine legal points, and the outcome of the pending appeal will not change the financial award.

In the ruling released on Tuesday, Judge Russell said DFO has to pick up the full Ecojustice solicitor-client costs because the environmental groups had acted in the public interest, with no proprietary or pecuniary interest, and because the government “adopted an unjustifiably evasive and obstructive approach … for no other purpose than to thwart the applicants’ attempts to bring important public issues before the court.”

Judge Russell said he agreed with an Ecojustice argument that solicitor-and-client costs “may be awarded when a party has displayed reprehensible, scandalous or improper conduct that is ‘deserving of reproof or rebuke.’ ”

In normal times, Tokyo’s world-renowned Tsukiji wholesale fish market is crowded with gawping tourists out for an early-morning glimpse of the colorful tuna auctions and a taste of fresh-from-the-ocean sushi for breakfast. However, the March 11 earthquake and tsunami mean things in Tsukiji are now anything but normal.

On my recent visit, two weeks after the earthquake, I was the first visitor many traders had seen since the disaster. People went out of their way to welcome me and took my being there as a sign that life as they used to know it might return and, along with it, the crowds of pesky tourists.

For my stroll around the post-March 11 Tsukiji, I was joined by Reiko Yoshikawa, a caterer who uses the market as the main food source of her business, and we took a look at what insiders truly love about Tokyo’s celebrated market.

Peering inside

“Tsukiji has a wide variety of the best of the best, including vegetables, fruit, beef, poultry and of course, fish -- the specialty stores also make it unique,” says Reiko.
The market as a whole is split between the inner market, Jonai Shijo, and the outer market, Jogai Shijo. The inner market, where the fish is auctioned, gets going around 3 a.m., with the busiest time between 5 a.m. and 6 a.m. By 9:30 a.m., the business for the day is over at a time when most folk are only just starting work.

The oft-overlooked part of Tsukiji is the outer market. This area surrounds the fish sales and sells a mix of seasonal fruit and vegetables, kitchen utensils and kitchenware, beans, spices, meat, knives and fish. It is open from 6 a.m. until 1:30 p.m. There is no bargaining and almost all payments are cash.......more

Trinidad and Tobago’s Fish Prices Today


MANY NATURAL fisheries (a location to catch or rear fish) around the world have shown a decline in stock, hence the simultaneous rise in aquaculture (the cultivation of aquatic animals or plants for food).

FISHERMEN and fishmongers both agree, surprisingly, the Lenten Season did not have an effect on fish prices this year.

GROUND provision lovers breathed a sigh of relief this Easter as the prices of these Lenten Season staples have been considerably lower than on previous occasions. this especially as fish prices remained high over the last few months.

THE newly-elected president of the Trinidad and Tobago Chamber of Industry and Commerce Andrew Sabga believes his people skills which he has learned from his experience in business will be beneficial to the organisation.
